P Dayanand was born in 1978 (age: 45 years, as of 2023) in a humble family in Andhra Pradesh. His father, P Ramachandra Rao, was a farmer and his mother, P Lakshmi, was a homemaker. He has two brothers and a sister. He grew up in a rural area, where he faced many hardships and challenges. He was always interested in learning and excelling in academics. He completed his schooling from Zilla Parishad High School in his village and then moved to Hyderabad for higher studies.

He graduated from Osmania University with a Bachelor of Engineering degree in Electronics and Communication Engineering. He then pursued his Master of Technology degree in Computer Science and Engineering from Jawaharlal Nehru Technological University, Hyderabad. He also obtained a Post Graduate Diploma in Management from the Indian Institute of Management, Ahmedabad.

P Dayanand always had a dream of serving the nation and contributing to its development. He decided to join the civil services and appeared for the UPSC exam in 2006. He cleared the exam with flying colors and secured the 16th rank in the All India Merit List. He was allotted the Chhattisgarh cadre and joined the IAS in 2007. Since then, he has held various important positions and responsibilities in different departments and sectors. Some of his notable assignments are:

  • Sub-Divisional Magistrate (SDM) of Balodabazar, where he initiated several welfare schemes for the farmers, women, and children. He also launched a campaign to eradicate child labor and bonded labor from the region.
  • Collector and District Magistrate of Kanker, where P Dayanand transformed the district into a model of good governance and development. He improved the delivery of public services, promoted digital literacy, enhanced the quality of education, and ensured the participation of the local communities in the decision-making process. He also implemented a unique initiative called “Kanker Ujala Yojana”, which provided free LED bulbs to every household in the district, saving energy and money for the people.

Chhattisgarh Chief Minister Sai Reshuffles Top Bureaucrats, P. Dayanand Appointed as CM Secretary

In a major administrative overhaul, Chhattisgarh Chief Minister Sai has transferred and posted 17 IAS officers, including some key officials in his secretariat and six district collectors. The order for the reshuffle was issued by the General Administration Department (GAD) on Friday night, a government official said.

According to the order, P. Dayanand, a 2006-batch IAS officer, who was serving as the Director of the National Health Mission (NHM), has been appointed as the Secretary to the Chief Minister. He will also hold the additional charge of Secretary of the Health and Family Welfare Department. He has been replaced by Dr. Subhash Raj, a 2010-batch IAS officer, who was the Collector and District Magistrate of Korea. Dr. Raj will also be the new Officer on Special Duty (OSD) to the Chief Minister.

The collectors of Balodabazar-Bhatapara, Narayanpur, Gariaband, Gaurela-Pendra-Marwahi, Mahasamund, and Kanker districts have also been changed. Sunil Kumar Jain, the Collector of Balodabazar-Bhatapara, has been posted as the Special Secretary of the School Education Department. He will also be the Director of Public Instruction. Doman Singh, the Collector of Mahasamund, will take over as the new Collector of Balodabazar-Bhatapara.

Nilesh Kumar Kshirsagar, the Collector of Gariaband, has been posted as the Collector of Mahasamund. Namrata Gandhi, the Collector of Gaurela-Pendra-Marwahi, will replace him as the new Collector of Gariaband.

Richa Prakash Choudhary, the CEO of Bastar Zila Panchayat, has been appointed as the new Collector of Gaurela-Pendra-Marwahi. Shyamlal Dhawde, the Collector of Kanker, has been posted as the Commissioner of Bastar Division. Kuldeep Sharma, the Commissioner of Korba Municipal Corporation, will take over as the new Collector of Kanker.
